Arlington National Cemetery

Arlington National Cemetery (ANC) is our country’s premier military cemetery. Despite the high quality of services provided as a tourist attraction and shrine for veterans, ANC’s technology infrastructure is out-of-date and incapable of supporting new business requirements. Fed Computer Services conducted a business process reengineering assessment of ANC. Fed Computer Services developed ‘As-Is’ and ‘To-Be’ process models for all key business processes as well as an enterprise data model. Fed Computer Services proposed a number of workload and paperwork reduction initiatives. Fed Computer Services defined functional requirements for all proposed initiatives and developed cost estimates for the yearly budget. The functional requirements were mapped to the existing technical infrastructure to identify where technology support is inadequate. Fed Computer Services designed a new technical architecture that will support proposed improvement opportunities to include new, web-enabled applications. Fed Computer Services prepared a 5-Year Information Technology Strategic Plan for ANC.

As a follow-on to this analysis work, Fed Computer Services is supporting ANC in the implementation of proposed initiatives. Most importantly, Fed Computer Services has been asked to support the analysis, design, development, and implementation of a comprehensive burial records database. This database will be developed to provide access to the public for internment location requests. The database will be web-enabled for that purpose. Fed Computer Services has defined the mechanisms and procedure to populate the database with historical data as well as future data. This includes an analysis of scanning and optical character recognition alternatives. In the future ANC will integrate this application with a Geographic Information System (GIS) that will facilitate accurate management and maintenance of ANC grounds and resources.
